Although both operate in the public sphere, administrative law and public
administration are two distinct disciplines and a wide gap, both in theory and
in practice, exists between the two. This Article briefly examines that gap and
explains how the Administrative Conference of the United States (“ACUS”),
an independent federal agency dedicated to improving the administrative process,
helps to bridge that gap through its membership, its projects and recommendations,
its Chairman Office’s work, and other activities. This Article
ends by suggesting ways ACUS can continue to bridge the gap between administrative
law and public administration.
